The Office of Fair Trading produced guidance in April 2008 in order to explain our approach to group licensing, taking account of the reforms being introduced by the Consumer Credit Act 2006 (the 2006 Act).
Having reviewed the operation of the group licensing system and engaged with group licence holders over a period of time since the publication of that guidance, we considered it necessary to amend and update the guidance based on our experience of the impact of the 2006 reforms, and the extent to which group licence holders have adapted the way they undertake their role as a group licence holder in light of these reforms.
The guidance focuses, in particular, on the approach we expect group licence holders to take in respect of the 'risk' associated witht the credit activities engaged in under cover of their group licence.
