Empowering consumers of public services through choice-tools (April 2011).

Choice-tools are sources of information, such as price comparison websites, patient feedback forums and education league tables, which support consumer decision-making and can foster greater competition and choice in public services. This paper outlines how choice-tools may create competition and consumer protection concerns and suggests ways these concerns can be mitigated.
