This study was brought forward from the OFT's 2011/12 programme of work in light of consumer experiences in winter 2010/2011 of high and volatile prices and difficulties in receiving supply, particularly in respect of heating oil, giving rise to concerns that competition and consumer protection aspects of the market might not be working well for consumers.
