Annual Plan

The OFT's Annual Plan for 2011-12 sets out our aims and priorities for the year ahead within our mission of making markets work well for consumers.

Section 3(1) of the Enterprise Act 2002 sets out that the OFT shall before each financial year publish a document (the annual plan) containing a statement of its main objectives and priorities.

Annual Plan 2011-12

Our Annual Plan sets out the two overarching themes to our approach: high impact enforcement to achieve maximum compliance with competition and consumer law and influencing and changing the behaviour of businesses, consumers and Government to make markets work well.

The plan identifies a number of specific areas that we will focus on that are strategically important for growth and for the quality of life for UK consumers. These include:

  • Public services markets
  • Economic infrastructure sectors
  • High innovation markets and business models, including intellectual property and low carbon
  • Markets impacted by rising global commodity price rises

Developing trust in online markets, ensuring transparency and fairness in advertising prices and protecting vulnerable consumers will be key themes across our work.

As the Government consults on possible future changes to the competition and consumer regime we remain committed to effectively delivering our functions to secure the best outcomes for consumers and the economy, and to increasing our efficiency to ensure we are able to do more with a reduced budget.

The OFT carried out a public consultation on its priorities between 10 December 2010 and 18 February 2011.

Annual Plan 2012-13 current consultation

The OFT is seeking views and comments on its draft Annual Plan for 2012-13, which sets out the organisation's proposed objectives and priorities for the next fiscal year.  The public consultation closes on 3 February 2012.
