Being duly authorised by the Director General of Fair Trading, I am satisfied that Andrew James Halls (Mr Halls) of 97 Roundmoor Drive, Cheshunt, Herts. EN8 9HW, was convicted on 12 January 1990 at St. Albans Crown Court of four offences of attempting to procure the execution of a valuable security by deception contrary to section 1(1) of the
Criminal Attempts Act 1981;
these being offences involving fraud and other dishonesty within the meaning of section 3(1)(a)(i) of the Estate Agents Act 1979 (the Act).
I have also taken into account two County Court Judgements against Mr Halls, while trading as a partner in Routledge & Cooper estate agents, which are evidence that Mr Halls has engaged in a practice which involves breaches of duties owed by virtue of contract and which is material to his fitness to carry on estate agency work.
Being thus duly empowered to make an Order under section 3(2)(a) of the Act, and being satisfied that Mr Halls is unfit to carry on estate agency work generally, I hereby make such an Order prohibiting him from doing any estate agency work at all.
The Order shall not come into operation until any appeal under section 7(1) of the Act and any further appeal has been determined or the period in which such an appeal may be brought has expired.
