New OFT director for competition in the service industries
204/04 13 December 2004Frances Warburton, currently Head of Gas Networks Regulation at the Office of Gas and Electricity Markets (Ofgem), has been appointed Director for Service Industries in OFT's Competition Enforcement Division.
In her new post, Frances will be primarily responsible for enforcing the Competition Act in the services sector, mainly covering financial services like banking, and transport.
After gaining an engineering degree at Queen's University in Canada, Frances studied at the London School of Economics where she achieved a Masters degree in Economics. Before joining Ofgem in 2002 she was an economic analyst at AT&T in Toronto and later a senior consultant in the Energy and Utilities Practice at PricewaterhouseCoopers. Her work at Ofgem includes regulatory arrangements for gas transmission and distribution, and the regulation of gas interconnectors.
She joins OFT in January.
